Departmental Overview


The Technology Program Office (TPO) is located in the Office of the Chief Information Officer (OCIO) and is strongly committed to promoting a diverse, equitable, and inclusive workplace. The TPO serves the UC Berkeley campus and its mission through continuous improvement and the effective use of campus resources invested in information technology (IT).  To accomplish this objective, the TPO has three areas of focus.  The TPO-Program unit provides direct support to the Chief Information Officer (CIO) and manages the coordination of IT governance on the campus.  The TPO-Communications unit provides services to facilitate communication and information sharing among the campus IT consumers, providers, and strategic planners, as well as internal communications-related services for the OCIO.  The TPO-Project unit serves as a central project management resource for the effective and efficient management of IT projects on the UC Berkeley campus which promotes the equitable and inclusive treatment of project participants. 


Responsibilities


The Technical Project Manager position will be included in the TPO-Project unit and is responsible for managing IT projects that maximize the benefits of IT investments while minimizing the risk for the campus. The TPO-Project unit also demonstrates and educates the campus employees about the use of standards for effectively managing information technology projects.


The Technical Project Manager position involves managing the outcome of specific IT projects with a defined beginning and end involving departmental or cross-functional teams. This position promotes the collective success of diverse project teams using inclusive and equitable engagement to achieve strategic goals. Creates and executes project plans. Coordinates, and monitors schedules, budgets, staff, and deliverables. Monitors the project from initiation through delivery. Organizes the project to meet the completion of the project in scope, on schedule, and within budget to meet the success metrics specified for the projects. Operates with a global mindset to advance the campus mission for research, teaching and public service

 

Additional responsibilities for the position are listed below:

Project Management 

• Is assigned to manage projects of broad and diverse scope, size, impact, budget, and/or project team size, with considerable impact on the campus.

• Has overall project management responsibility. May lead a team of technical project management professionals.

• Uses advanced technical project management concepts including both those described in the Project Management Body of Knowledge and Scrum to achieve campus goals and objectives and to resolve highly complex issues.

• Equitably and inclusively assembles and leads large project teams composed of diverse departmental or cross-functional staff responsible for the development and delivery of new products and services and the modification of existing ones.

• Regularly works on highly complex issues where the analysis of situations or data requires an in-depth evaluation of multiple factors and the balancing of competing business needs. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

• Responsible for providing analysis of highly complex, project-related issues.

• Adheres to campus system-wide policies and procedures and state and federal law as is required. Interacts with senior internal and external personnel to communicate about the project goals, plans, requirements, and status.

• Develops and documents detailed project plans including charters, schedules, budgets, risk plans, and status reports using excellent written communication skills. 

• Identifies, assesses, and prioritizes project risks. Creates risk management plans and implements them as appropriate to avoid, reduce or transfer project risks.

• Organizes and manages interdepartmental collaboration to ensure the completion of projects on schedule and within budget constraints.

• Monitors the project from initiation through delivery, including schedules, budgets, project staffing including external vendors and risk plans.

• Creates and manages communication plans to share project information with the project team members, key stakeholders, and customers.

• Creates and implements appropriate change management plans for projects to prepare customers for the delivery of the services and products created by projects.

• Operates with a global mindset to advance the campus mission of research, teaching, and public service.

• Creates and gives presentations appropriate for the audiences using excellent oral communication skills.

• Receives and analyzes proposed changes to the project and ensures that decisions are made by appropriate campus governance groups.

• Effectively and equitably resolves conflicts among diverse project stakeholders and team members. 

• Effectively prepares for and leads meetings in an equitable and inclusive manner.

• Manages external vendors working on projects in accord with campus and system policies and state and federal laws.

Business Analysis

• Interacts inclusively and equitably with business customers to gather, document, and review business requirements for projects. 

• Examines existing business models and flows of data. Works with subject matter experts to understand, decompose, and document business processes. Expected to understand the current workflow processes in technical and functional detail. Identifies and documents modifications and enhancements to the processes. 

• Identifies upstream and downstream impacts of proposed process changes, and communicates them to team members, sponsor(s), and stakeholders through verbal and written communications. 

• Discusses process findings with the clients, and designs appropriate IT solutions to meet customer needs. 

• Identifies options for potential solutions and assesses them for both technical and business suitability. 

• Balances the competing business needs of diverse campus stakeholders to achieve the defined project goals.

• Produces process reports using excellent written communication skills.

• Applies appropriate campus and system-wide policies.

Project Management Process Development 

• Participates in the development and maintenance of a project portfolio. 

• Promotes the use of a project portfolio to assist management of IT investment on the campus. 

• Participates in the development of IT project management methodology, standards, and templates for the campus. 

• Promotes the benefits of IT project management. Educates project team members on their roles and responsibilities. 

• Works equitably and inclusively with campus project participants to evaluate gaps in project management and develop solutions. 


Required Qualifications


• Must be certified by the Project Management Institute as a Project Management Professional (PMI).

• Has a Bachelor’s degree in related area and/or equivalent experience/training.  

• Recognized as an expert in the area of project management. Applies a high degree of knowledge, principles, practices, and procedures.

• Requires advanced skills in organization and initiation to effectively manage projects from beginning to end.

• Requires strong conceptual and planning skills.

• Must be able to work effectively and equitably with customers, management, and both functional and technical staff. Must be able to understand and document the stakeholders’ requirements and translate them  into appropriate terms for project and service delivery teams.

• Requires excellent interpersonal and communications skills in order to work with diverse technical and non-technical personnel at various levels within the organization.

• Must be able to work in a collaborative, inclusive, and equitable manner to achieve the intended project results.

• Requires a basic knowledge of computing and telecommunications including hardware infrastructure, networking, voice, software applications, operations, and disaster response.

• Is able to understand how projects and programs relate to business strategies and initiatives and to communicate this relationship to project teams and stakeholders.

• Requires the ability to assess information technology products and design services to meet campus needs.

• Has business process reengineering and business analysis experience. 

• Has in-depth experience documenting business processes in a workflow using a process modeling tool. 

• Must be able to address policies, principles, and operational issues at both the overview and detailed levels.
